The greatest non sequitur ever foisted

Charles Krauthammer, on Obama's speech of over a week ago:

The logic of Obama's address to Congress went like this:

"Our economy did not fall into decline overnight," he averred. Indeed, it all began before the housing crisis. What did we do wrong? We are paying for past sins in three principal areas: energy, health care and education — importing too much oil and not finding new sources of energy (as in the Arctic National Wildlife Refuge and the Outer Continental Shelf?), not reforming health care, and tolerating too many bad schools.

The "day of reckoning" has arrived. And because "it is only by understanding how we arrived at this moment that we'll be able to lift ourselves out of this predicament," Obama has come to redeem us with his far-seeing program of universal, heavily nationalized health care; a cap-and-trade tax on energy; and a major federalization of education with universal access to college as the goal.

Amazing. As an explanation of our current economic difficulties, this is total fantasy. As a cure for rapidly growing joblessness, a massive destruction of wealth, a deepening worldwide recession, this is perhaps the greatest non sequitur ever foisted upon the American people.

He said "logic" and "non sequitur," so we knew we were in for something good from the guy who thinks a slippery slope is a valid form of argumentation.  And indeed we were.  It seems that Krauthammer has just distorted what Obama said.  Distorting what somebody says in order to knock down the distorted version of what they say is a non sequitur.  To be specific, it's a straw man.  Here's the quoted passage in context: 

We will rebuild, we will recover, and the United States of America will emerge stronger than before. 

The weight of this crisis will not determine the destiny of this nation.  The answers to our problems don’t lie beyond our reach.  They exist in our laboratories and universities; in our fields and our factories; in the imaginations of our entrepreneurs and the pride of the hardest-working people on Earth.  Those qualities that have made America the greatest force of progress and prosperity in human history we still possess in ample measure.  What is required now is for this country to pull together, confront boldly the challenges we face, and take responsibility for our future once more.

Now, if we’re honest with ourselves, we’ll admit that for too long, we have not always met these responsibilities – as a government or as a people.  I say this not to lay blame or look backwards, but because it is only by understanding how we arrived at this moment that we’ll be able to lift ourselves out of this predicament. 

The fact is, our economy did not fall into decline overnight.  Nor did all of our problems begin when the housing market collapsed or the stock market sank.  We have known for decades that our survival depends on finding new sources of energy.  Yet we import more oil today than ever before.  The cost of health care eats up more and more of our savings each year, yet we keep delaying reform.  Our children will compete for jobs in a global economy that too many of our schools do not prepare them for.  And though all these challenges went unsolved, we still managed to spend more money and pile up more debt, both as individuals and through our government, than ever before.

In other words, we have lived through an era where too often, short-term gains were prized over long-term prosperity; where we failed to look beyond the next payment, the next quarter, or the next election.  A surplus became an excuse to transfer wealth to the wealthy instead of an opportunity to invest in our future.  Regulations were gutted for the sake of a quick profit at the expense of a healthy market.  People bought homes they knew they couldn’t afford from banks and lenders who pushed those bad loans anyway.  And all the while, critical debates and difficult decisions were put off for some other time on some other day.

Obama has clearly distinguished between the declining economy and "all of our problems."  In particular, the failing economy is just one of the problems we face.  So he is not making, in other words, the non sequitur of the century or whatever, since that isn't even close to the "logic" of Obama's argument.  Whatever the virtues or vices of Obama's proposals, they don't fail for this reason.  

To return to the theme of facts and inference, Karauthammer's claim about Obama's argument does not fall within the realm of plausibility–no fair-minded editor could claim that he has accurately represented what Obama said in his summary.  The Post really ought to have higher standards than this.  

Facticity

That's actually a word, but it's not particularly related to what I will say here.  

Last week George Will wrote a column sufficiently full of outright falsehoods–non facts as it were–such that people all over were demanding retractions, corrections, etc.  Rightly so, as the falsehoods were fairly egregious (it wasn't just forgetting who argued that philosophy is preparation for dying).  He completely misrepresented research on global warming in order to claim that it wasn't happening.  Strangely enough, the Washington Post has issued nothing by way of a retraction, and they have claimed that the column made it through their multi-layered editing and fact-checking process.  So much the worse for them.  Click here for a discussion of the factual errors, and here for our original post.

There is something slightly odd about the whole matter, however.  He got some facts wrong.  So did Bill Kristol (formerly of the New York Times now–get this–of the Washington Post).  People screamed about that as the height of sloppiness.  Which it is.  But op-ed columnists do not really deal primarily in facts anyway.  They deal primarily in arguments–the argumentative ones at least (which is mostly the conservative ones by the way–don't know why that is, it just is). 

Arguments are one part fact, one part inference.  As a matter of fact, they're mostly inference.  Getting facts wrong is bad, but I think it is a comparably less egregious problem than repeatedly authoring crappy, to use a technical term, arguments.  For the sake of clarity, a crappy argument is one whose conclusion likely wouldn't follow even if they premises were true.  Seems to me that if one repeatedly makes these sorts of arguments, then one's getting the occasional fact wrong is a comparatively minor problem–easily correctable by a (competent) fact checker.

Correcting crappy arguments is rather more difficult, as many lay people don't seem to have a good idea what a crappy argument is.  Many lay people think that pointing out an argument's crappiness, in fact, is a kind of crappy argument.  I think someone–maybe me, maybe our Australian friends–suggested a name for this–the fallacy fallacy fallacy (the fallacy of thinking pointing out fallacies is a fallacy of some sort).  It takes some amount of training to point out sophistries.  But it's at least as important if not more than the pointing out errors of fact.  So I'd like to propose that the Post, in addition to hiring a new fact-checker (not one paid by George Will–seriously, he's got like two of them), hire a kind of sophistry checker.

That way we wouldn't be subjected to things like this (from Will's column yesterday):

Although liberals give lip service to "diversity," they often treat federalism as an annoying impediment to their drive for uniformity. Feingold, who is proud that Wisconsin is one of only four states that clearly require special elections of replacement senators in all circumstances, wants to impose Wisconsin's preference on the other 46. Yes, he acknowledges, they could each choose to pass laws like Wisconsin's, but doing this "state by state would be a long and difficult process." Pluralism is so tediously time-consuming. 

The sophistry detector might say the following: Mr.Will, you're going to have be a lot more specific here.  In the first place, who are "liberals"?  Second, you're equivocating on "diversity."  "Liberals"–whoever the hell they are–can consistently be for one kind of diversity but not another.  Aside from this, "impose" seems to have a different meaning for you.  Feingold seems to be advocating a change in electoral procedure by democratic means–amending the Constitution.  Such an activity requires signifcant electoral participation and agreement.  One can hardly call that "imposing."

These, I think, are serious and egregious problems with just this one paragraph, yet none of them are factual problems in any direct sense. They do, however, make the argument here rather sucky.

Phoning it in

George Will phones it in today with a boiler-plate global warming denying column.

There really isn't anything of interest in the column, though I found myself wondering why it is that the particular argument he recites have any probative relevance to the question of global warming.

The occasion for his cutting and pasting was some remarks by Secretary of Energy Chu on the likely disruption and ultimate disappearance of agriculture in California if global warming continues unchecked.

After blithely ignoring any evidence for Chu's claim, or even (of course) accurately representing them, Will trots out several predictions that proved, it seems, to be false: Global Cooling and Ehrlich's bet about the price of commodities.

Both have not come true, though one wonders whether it is the prediction itself that has failed to come true or the time-frame of the prediction. 

But, even if we assume that both of the underlying claims are false–that the earth was entering a cooling phase in the 1970's and that there will be shortages of non-renewable commodities in the future, what does that tell us about Chu's worries? Neither failure tells us anything about the degree to which we should trust climate science and the consensus around the general theory of anthropogenic climate change. They are essentially irrelevant.(What's the best description of these fallacies? Red Herrings?)

As global levels of sea ice declined last year, many experts said this was evidence of man-made global warming. Since September, however, the increase in sea ice has been the fastest change, either up or down, since 1979, when satellite record-keeping began. According to the University of Illinois' Arctic Climate Research Center, global sea ice levels now equal those of 1979.

Deniers love to claim that every local short term climate change is advanced as "evidence of man-made global warming," despite the frequent denials by climate scientists that the case rests on local short term climate variations. (Yes, the media often represents climate science this way, but that cannot be taken to be an accurate representaiton of climate science). Nevertheless, it provides a nice straw man for Will to defeat. 

An unstated premise of eco-pessimism is that environmental conditions are, or recently were, optimal. The proclaimed faith of eco-pessimists is weirdly optimistic: These optimal conditions must and can be preserved or restored if government will make us minimize our carbon footprints and if government will "remake" the economy. 

Seems to me that this is not an unstated premise, but a pretty explicit claim–that human life has come to thrive within a tiny window of climate variation and that it will not thrive if dramatic change occurs. This is a nice rhetorical move, but seems to be some sort of straw man as well.

Because of today's economy, another law — call it the Law of Clarifying Calamities — is being (redundantly) confirmed. On graphs tracking public opinion, two lines are moving in tandem and inversely: The sharply rising line charts public concern about the economy, the plunging line follows concern about the environment. A recent Pew Research Center poll asked which of 20 issues should be the government's top priorities. Climate change ranked 20th.

This paragraph just beggars even Will's limited rational capacities! The argument seems to be that  a short term calamity make you less concerned about long term calamities. It would seem to be true: if I break my leg, I will worry more about getting this healed, than lowering my cholesterol. But my elevated cholesterol may still be the thing that kills me in the long term. It isn't clear what Will thinks we should conclude from this, but all of the things I can conceive as possibilities, seem remarkably silly. I suppose that this is some sort of ad populum fallacy.

Real calamities take our minds off hypothetical ones. Besides, according to the U.N. World Meteorological Organization, there has been no recorded global warming for more than a decade, or one-third of the span since the global cooling scare.

The last claim–if it is true–might provide some reason to accept Will's cautioning. Perhaps someone can find this assertion here.

Generalissimus

In honor of Lincoln's birthday, a discussion of logic.  The other day on the Political Animal blog of the Washington Monthly, one of my favorite liberal blogs (it's a good blog, and it features a real philosopher), I encountered the following:

THE GOP MAINSTREAM…. Given the attention of late on the Republican all-tax-cut plans on the Hill, I thought it was pretty obvious what constitutes the GOP "agenda" when it comes to economic stimulus. And yet, John Cole flags this interesting complaint from Real Clear Politics' Jay Cost.

Who's arguing that "tax cuts alone" will solve this problem? Even if some are, is this the median position on the Republican side? Is this the position of the more moderate members of the GOP Senate caucus like Lugar, Voinovich, and Murkowski? How about moderate House Republicans like Kirk, LoBiondo, and Castle? We might count it as bipartisanship if Obama had picked up a few of them, but he didn't.

Cost was referring to a comment President Obama made during his press conference the other night, when he said, "[T]ax cuts alone can't solve all of our economic problems." To Cost, this was a straw-man argument, since it doesn't reflect "the median position on the Republican side."

I guess it depends on the meaning of "median."

In the House, 95% of the Republican caucus — 168 out of 178 — supported an all-tax-cut alternative to a stimulus plan that included spending and tax cuts. In the Senate, 90% of the Republican caucus — 36 out of 40 (with one abstention) — did the exact same thing. We can quibble about where the "median" is, exactly, but with these ratios, there are only so many ways to stretch the definition of the word.

Indeed, Cost's post identified six GOP lawmakers who, he thought, would be likely to reject such an all-tax-cut proposal. Of the six "more moderate members," half voted with their party in support of a plan that wouldn't spend a dime, and would rely exclusively on tax cuts.

What I find especially interesting, though, is that Cost not only wasn't aware of this, but he assumed that even if some Republicans supported this approach, it must be unfair to suggest that such an idea was part of the Republican Party mainstream.

In other words, Republican lawmakers have gone so far around the bend, they're surprising their own supporters.

This raises an interesting question about how one can honestly and fairly represent one's "opponent."  One annoying thing about some op-ed writers and many bloggers is a tendency to use a very general term to refer to their opponent.  "Conservatives," they'll say, "believe x, y, and z."  X, y and z will often turn out to be silly, but perhaps true, of someone who fits in that group.  I find such employment of general terms (they're not generalizations–those involve inferences from the particular to the general) very often inaccurate and for that reason dishonest.  This is especially true of blogging, when one can provide all sorts of evidence about the beliefs of one's opponents.  I think it is also especially true of op-eds, where the bar should be set much higher in that newspapers have editors.  For this reason, I bristle when I read this kind of thing (from none other than George Will):

Certitude of one flavor or another is never entirely out of fashion in Washington. Thirty years ago, some conservatives were certain that their tax cuts would be so stimulative that they would be completely self-financing. Today, some liberals are certain that the spending they favor — on green jobs, infrastructure and everything else — will completely pay for itself. For liberals, "stimulus spending" is a classification that no longer classifies: All spending is, they are certain, necessarily stimulative. 

And some paragraphs later:

Today, again, we are told that "politics" has no place in the debate about the tripartite stimulus legislation, which is partly a stimulus, partly liberalism's agenda of social engineering and partly the beginning of "remaking" the economy. 

Surely a man with an Ivy League education can find it in him to name one representative person who asserts this.

It turns out that such characterizations are straw men–or rather, to be precise, hollow men.  They are hollow because they are so very general.  In the second of the passages above, some liberals might be guilty of wanting to engage in social engineering, but so does everyone, including the author of Statecraft as Soulcraft

There has to be a name for this kind of move.  Its generality suggests straw man, so does it's role in criticism, but I think it might deserve its own special name.  Any suggestion?

For Some

Michael Gerson, Evangelical Christian who does not care even to mention the predictable and extensive collateral damage in Gaza, bravely faces down a straw man argument, and loses.  He writes:

While Israel's military operations didn't accomplish everything, they also didn't accomplish nothing. But the "force doesn't solve anything" argument runs so deep for some that real-world outcomes matter little. Military action by Israel is always counterproductive, because Israel must eventually negotiate with its most bitter enemies. The sooner the better.

Call it the Fallacy of the Eventual Answer. It is true that the solution to the Israeli-Palestinian conflict is two states living side by side in peace. But it is false to say that the fight against terrorists and the security of Israel have no part in achieving that goal.

Yes, of course there are pacifists, and of course there are SOME who never advocate military action, and of course military action sometimes achieves things which peaceful negotiation cannot (assignment: name three).  The question at hand, however, SOME would say, is whether this particular military action, with its costs in civilian casualties in Gaza and so forth, has strengthened Israel's ultimate position, increased its security, laid the groundwork for a durable peace, and so forth.  Maybe it has, maybe it hasn't.  But that's rather another discussion than the one Gerson wants to have here. 

But more fundamentally–and this is the loss to the straw man part–the straw man suggests a military action may not be the answer, but that does not entail that Israel (1) not fight terrorists; or (2) have no security.  It's military action, not security, that's at issue. 

Childish Things

Michael Gerson, George W. Bush's former speechwriter, reflects on the meaning of the inauguration.  First, he sees a double standard in comparing the hypothetical (liberal!!) media coverage of John McCain and George W.Bush versus the actual media coverage of Barack Obama.

This inaugural week included a massive achievement in American racial history, an outpouring of civic participation and a gracious executive transition on both sides. But amid the celebration one could detect double standards all around.

If the outcome had been different in November, would John McCain's inaugural coverage have been quite as worshipful as President Obama's — during which the "shiver" up the leg of journalists finally became full-fledged convulsions? Why were the biblical references in Obama's inaugural speech not considered a coded assault on the Constitution, as George W. Bush's were sometimes viewed? And I can only imagine the cascades of hilarity and derision that would have come had Bush messed up the inaugural oath, no matter the cause.

But a sense of victimhood is not attractive from any political perspective. And so, in honor of the "era of responsibility," I put aside such childish things.

The comparison is absolute crap, to put it mildly.  Gerson ought to go back to the coverage of most of Bush's tenure in office for a nauseatingly sycophantic and incurious media, eager to repeat the lamest of his lines, to faun over his heroic landing on an aircraft carrier, his plain-spoken, I-want-to-have-a-beer-with-him (but not that effete, fat, ambitious exaggerator Al Gore) qualities. 

It would have been far less childish of Gerson had he simply not mentioned this things at all.

Now on to Gerson's other childishness.

Any American with a sense of history should feel that sense of awe. Minorities of every background must feel it most deeply. As the father of multiracial children, I feel it deeply enough.

But there was a second, less sympathetic, Obama enthusiasm at work. In a Newsweek essay, Michael Hirsh mentioned Obama's racial achievement. But he went on to say that "there's something else that I'm even happier about — positively giddy. . . . What Obama's election means, above all, is that brains are back." Hirsh declared that the Obama era means the defeat of "yahooism" and "jingoism" and "flag-pin shallowness" and "religious zealotry" and "anti-intellectualism." Obama is a "guy who keeps religion in its proper place — in the pew."

I only wish what Hirsch said were true!  The "flag-pin shallowness" and the other things, however, are in part at least media-driven narratives that won't go away anytime soon.  But aside from that Gerson cannot possibly be serious, the candidate for Vice President on the Republican side openly questioned whether Obama, with his effete university pedigree and tenuous association with a former domestic terrorist (and radical African American preacher), loved America, or was from "real America."  Notice that this wasn't the fringe crazies on Fox News, or Rush Limbaugh, it was the candidate whom Obama defeated in the Presidential election. 

Anyway, Gerson will have forgotten this, because he'll seize upon the remark about religion and accuse Hirsch of arrogance.   

There is much to unpack here. Can it be that Hirsh is "even happier" about the advance of liberal arrogance than he is about the advance of racial justice? And would the civil rights movement have come at all if African American religion had stayed "in the pew"? But suffice it to say that some wish to interpret the Obama victory as a big push in the culture war — as an opportunity to attack their intellectual and cultural "inferiors."

Cheering that the era of Joe the Plumber, John McCain's ignorant and confused campaign prop does not make one guilty of "liberal arrogance."  Nor does cheering the arrival of a President with the pedigree of an intellectual.  Most of all, however, rejoicing at the political marginalization of the narrow-minded Christian zealots does not have anything to do with the civil rights movement.  To be against, in other words, one particularly virulent and ignorant brand of Christian fundamentalism having a role in shaping government policy does not mean one is against religion having any role at all in the private and public lives of citizens.  Those are really different claims–and "in the pew" is obviously a metaphor only the lack of charity or ignorant yahooism would interpret literally (and then radically misapply).  

This line, given the either-orness of the last administration is the kicker:

Most of us have witnessed this attitude, usually in college. The kids who employed contempt instead of argument, who shouted down speakers they didn't agree with, who thought anyone who contradicted them had a lower IQ, who talked of "reason" while exhibiting little of it. They were often not the brightest of bulbs. Most people recover from this childish affliction. Some do not.

You have got to be kidding me.  The People who employ contempt instead of argument and shout down people they don't agree with–or openly question their sanity, patriotism, honesty, sexuality, faith, and so forth–are not obviously the same people who praise the arrival of an intellectual President, who only nights before his inauguration sits down for a discussion with the opposition's leading "intellectuals."

Implied messages

Like so few in our liberal media, Richard Cohen has the balls to stand up to the enemies of Israel (in his print column).  But rather than doing the cowardly thing of engaging with an actually informed person, Cohen takes the bold step of making up an unnamed opponent with a weak argument.  This way Cohen sacrifices himself by making his own argument look weak, and himself like a cowardly jerk, while he is really just courageously distracting his readers from seeing the moral complexity of the current situation in Gaza.  He writes:

I get the impression that Israel is expected to put up with this. The implied message from demonstrators and some opinion columnists is that this is the price Israel is supposed to pay for being, I suppose, Israel. I am informed by a Palestinian journalist in a Post op-ed that Israel is trying to stop "amateur rockets from nagging the residents of some of its southern cities." In Sderot, I saw homes nagged to smithereens.

Yes, of course.  Those who think that Israel should sit back and do nothing while being bombed can raise their hands now.  Anyway, Cohen is such a vicariously belligerent dishonest dumbass that he cuts out the second part of the quote above.  Here it is:

In its efforts to stop amateur rockets from nagging the residents of some of its southern cities, Israel appears to have given new life to the fledging Islamic movement in Palestine. 

Not to be pedantic, but the point is that Israel has strengthened the hands of Hamas by responding in the way that it has.  But Cohen, who "gets the impression" and sees the "implied message," deprives his readers of the pleasure of seeing that "the politics by other means part" of the current war might not have been wisely thought out.  It takes, however, real courage to make up, and then face down, such hollow men.  People, after all, might think Cohen a superficial sort of thinker.

The hollow man

In general, one commits the straw man fallacy in a situation of criticism–when one challenges someone else's argument in anything other than its true and charitable form, one is in danger of committing the straw man fallacy.  Let me give an Al Gore example.

  • Al Gore argues that curbing carbon emissions is critical to reducing the impact of climate change.  He points to numbers and charts and data and stuff like that.  I see what he's saying, he saying we should get rid of all of our cars!  

The claim after "I see what he's saying" obviously bears little resemblance to what Al Gore is saying.  It's funny, in fact, how often that claim–oh, I see what you're saying!–precedes a straw man.  It's like a straw man warning.  

Anyway, back to what I was saying.   The straw man fallacy admits of a couple of variations.  You might call the most common variation the "misrepresentation" form.  It consists in the distortion of an opponent's actual position.  Take the above example.  Al Gore argues for more sensible carbon policies, but he does not advocate the rapid elimination of the automobile.  Another form, recently discussed by Bob Talisse and Scott Aikin, involves selecting the worst of an opponent's argument for attack.  This one lacks the outright stupidity or dishonesty of the misrepresentation form, although it involves the false claim that the weak argument is the strongest one.  Talisse and Aikin call this "the weak man" argument. One other common form of the straw man, the one I see today in the work of a dear friend of the NonSequitur dot com, involves completely inventing an opponent and an opponent's argument, and then attacking that and claiming victory.  Call this the hollow man argument.

This is just what George Will does today.  He writes:

Reactionary liberalism, the ideology of many Democrats, holds that inconvenient rights, such as secret ballots in unionization elections, should be repealed; that existing failures, such as GM, should be preserved; and, with special perversity, that repealed mistakes, such as the "fairness doctrine," should be repeated. That Orwellian name was designed to disguise the doctrine's use as the government's instrument for preventing fair competition in the broadcasting of political commentary.

Because liberals have been even less successful in competing with conservatives on talk radio than Detroit has been in competing with its rivals, liberals are seeking intellectual protectionism in the form of regulations that suppress ideological rivals. If liberals advertise their illiberalism by reimposing the fairness doctrine, the Supreme Court might revisit its 1969 ruling that the fairness doctrine is constitutional. The court probably would dismay reactionary liberals by reversing that decision on the ground that the world has changed vastly, pertinently and for the better.

The only problem is that, as has been pointed out all over the place, no one advocates the fairness doctrine.  Will doesn't even name one person who supports the fairness doctrine in his article.  Yet he concludes:

If reactionary liberals, unsatisfied with dominating the mainstream media, academia and Hollywood, were competitive on talk radio, they would be uninterested in reviving the fairness doctrine. Having so sullied liberalism's name that they have taken to calling themselves progressives, liberals are now ruining the reputation of reactionaries, which really is unfair. 

This is really appalling, even for Will.  Normally he can muster at least a straw man.  But I wonder whether his inability to find someone to slime is a step forward or a step backward.  

Blooming Idiocracy

Oftentimes, there's something inspiring about a person so rigidly dedicated to a particular ideology that not even the existence of contrary facts can sway them. In that vein, there's a movie line that's always stuck in my mind: "Uncompromising men are easy to admire." Nothing could be more apropos of that sentiment than today's sycophantic paean to the Bush Doctrine from the inimitable David Brooks. While the tone of the column is odd–President-Elect Obama as torchbearer of the Bush Doctrine–here's the bit that caught our eye:

Actual progress was slow, but the ideas developed during the second Bush term have taken hold.

Some theoreticians may still talk about Platonic concepts like realism and neoconservatism, but the actual foreign policy doctrine of the future will be hammered out in a bottom-up process as the U.S. and its allies use their varied tools to build government capacity in Afghanistan, Pakistan, Lebanon, the Philippines and beyond. Grand strategists may imagine a new global architecture built at high-level summits, but the real global architecture of the future will emerge organically from these day-to-day nation-building operations.

Obviously, someone's been reading his Allan Bloom, but I digress.  Brooks' misunderstanding of Plato, coupled with a severe misreading of the President-Elect's decision to retain the services of SECDEF Robert Gates is one thing; defeating the imaginary political theorists in one's mind while acting as if some point has been proven is quite another.  Brooks' dogged devotion to neoconservative ideals has taken him so far afield that he has outpaced any real opponents, so he just creates opposition out of whole cloth; but this ability to outmaneuver notional opponents cannot demonstrate what it purports to show. 

Strategery

Much like everyone else, terrorists aim to achieve an objective.  They are not extra-rational, off-the-charts insane, quite often the contrary.  They are capable of some rather cold calculation.  The colder the better (for them).  The immediate objective of most terrorist acts is to bring violence upon people.  Who the people are doesn't necessarily matter.  But the second objective of the terrorist is that the response to their terrorism further their cause.  So if terrorists from region x or ethnicity y or religion z kill a bunch of people of a different region, ethnicity, or religion, they want as their second objective indiscriminate violence to be brought upon them and their non-terrorist fellows.  That violence will create more sympathy for their cause, more terrorists, and so forth.  Why?  Because that violence (1) legitimizes their cause; (2) treats them as combatants, in a war, which is what they want.  Someone explain this to that maniac Bill Kristol, who just does not get it.  He writes:

Consider first an op-ed article in Sunday’s Los Angeles Times by Martha Nussbaum, a well-known professor of law and ethics at the University of Chicago. The article was headlined “Terrorism in India has many faces.” But one face that Nussbaum fails to mention specifically is that of Lashkar-e-Taiba, the Islamic terror group originating in Pakistan that seems to have been centrally involved in the attack on Mumbai.

This is because Nussbaum’s main concern is not explaining or curbing Islamic terror. Rather, she writes that “if, as now seems likely, last week’s terrible events in Mumbai were the work of Islamic terrorists, that’s more bad news for India’s minority Muslim population.” She deplores past acts of Hindu terror against India’s Muslims. She worries about Muslim youths being rounded up on suspicion of terrorism with little or no evidence. And she notes that this is “an analogue to the current ugly phenomenon of racial profiling in the United States.”

Quite the contrary.  Nussbaum's goal, unlike Kristol's, is not to create more terrorists by treating every muslim as complicit in the actions a few.  Kristol's bloodthirsty cluelessness is in even greater evidence in the following passage:

Jim Leach is also a professor, at Princeton, but he’s better known as a former moderate Republican congressman from Iowa who supported Barack Obama this year. His contribution over the weekend was to point out on Politico.com that “the Mumbai catastrophe underscores the importance of vocabulary.” This wouldn’t have been my first thought. But Leach believes it’s very important that we consider the Mumbai attack not as an act of “war” but as an act of “barbarism.”

Why? “The former implies a cause: a national or tribal or ethnic rationale that infuses a sacrificial action with some group’s view of heroism; the latter is an assault on civilized values, everyone’s. … To the degree barbarism is a part of the human condition, Mumbai must be understood not just as an act related to a particular group but as an outbreak of pent-up irrationality that can occur anywhere, anytime. … It may be true that the perpetrators viewed themselves as somehow justified in attacking Indians and visiting foreigners, particularly perhaps Americans, British and Israeli nationals. But a response that is the least nationalistic is likely to be the most effective.”

If, as Leach says, “it may be true” the perpetrators viewed themselves as justified in their attacks, doesn’t this mean that they did in fact have a “rationale” that “infused” their action?

Leach's point is that these terrorists should not be characterized as legitimate political agents involved in a war with the West of us.  Of course they have a rationale, and a purpose, but it's one that ought not to be entertained by granting them privilege of our bombs.
